On some uml services I've used there is an IO limiter to throttle cpu use. The problem I find with this is that it doesn't then seem to matter if I have an upgraded account or not, we are all hobbled by the same IO limit.
Is there a similar IO limiter on your servers?

Xen has a disk I/O scheduler that is fairly basic, it seems to do well enough to provide good throughput to every VM. Sometimes an I/O bound VM will affect the host, but it is easily found and fixed. I know the I/O limiter you speak of (our sister company used to use UML) and the Xen system does not function how the UML one does and plan upgrades provide significant performance improvements.
