Filtered ports?

I was testing some firewall settings and ran a port scan of my VM and noticed a lot of filtered ports. I read that IRC servers are disallowed on unixshell, so it makes sense to filter the common IRC ports, but is there any reason the others are filtered?

It shouldn't be my firewall, unless I've severly forgotten how to use iptables, so I assume it's the hosting server. For the interested, I can post the filtered ports.

They are filtered by the network provider and are ports that have been used for exploits/worms in the past.
