The registration form requires a domain name.

I don't have a domain registered.

Can't I use the service just by ssh'ing to an IP address?

The domain name for these VPS accounts are just a description. If you do not have a domain, I see no reason why you could not use something like yourname.localdomain or the more standard linux default localhost.localdomain. AFAIK the domain on these Xen VPS accounts are not used at all.
